Why is a session that I attended not showing up as complete on my transcript?

After a learner attends a session, the following process must be followed for the session to appear "complete" on the learner's transcript. 

Stage Who Does What
1    Instructor Logs in to the Learning and Development Portal to mark attendance and submit the roster.
2    Learner Receives an auto-generated email prompt to complete the session evaluation within 7 days.
3    Learner
IF Then And
The evaluation is completed within the 7-day window. The completed session appears on their transcript. The instructor has actionable feedback for improving the learning experience.
The evaluation is NOT completed within the 7-day window. The completed session appears on their transcript. The instructor does NOT have actionable feedback for improving the learning experience.
