Travel Arranger: The role of someone who can book travel arrangements through Concur for another person, e.g., flight and hotel.

Delegate: The role of someone who is given permission to complete travel and expense-related tasks on someone else's behalf, such as preparing and submitting a Travel Request, preparing a Travel Expense Report, preparing a P-card Expense Report, or approving.
One person could perform all three roles or they could be performed by different people and multiple people.
